The Dumangas-Barotac Nuevo Water District (DBNWD) was created by virtue of resolution no.136 of 1982, enacted by the Sangguniang Bayan of Dumangas in accordance with Presidential Decree No.198, as amended by Presidential Decree Nos.768 and 1479. As mandated by PD 198, the Municipality of Dumangas transferred the supervision and administration of the municipality’s waterworks system, comprising of all the assets and liabilities including water rights, to the district.
The Dumangas-Barotac Nuevo Water District (DBNWD) came into existence through the merger of the former Dumangas and Barotac Nuevo Water District.
